-> USJD/Kirkwood, MO, City Team Mediation Agreement and Supporting exhibits are missing critical information supporting Meacham Park (MP) and other minority rights subjugation documentation both past and present.

DOJ should not hide complaints and affidavits. This is "Typical City of Kirkwood, MO team" past legal style to prevent opposition and a current DOJ unjust legal practice. The Kirkwood, MO, mayor often hid or hides data that would get him in trouble even back in 2008 (WVT) or before. Such as not giving public recognition to this and/or any other 2010 Mediation Agreement nonsupport, discontent, dissatisfaction, ... or other opposition as a fair minded not unlawful discrimination type mayor.


-> Does the USJD/Kirkwood, MO, City Team Mediation Agreement work to solve MP vs City communication problems even one (now 1.5) month(s) after the city team signed the agreement?
“We never received it.” said Mayor Arthur J. McDonnell on 3-1-10 about a MP Coalition for Equality opposition proposal letter sent by registered mail. [MAYORAL DELIBERATE INDIFFERENCE? A DI question. ]

The mayor would not meet with MP leaders to talk about the MA nonsupport , discontent, dissatisfaction, ... or other opposition before the 2-22-10 MP Neighborhood Improvement Association meeting. His Police Department did not attend that meeting to give their usual expected report. What happened to the new way the city agreed to be a month earlier?
What happened to two out of three parts of the agreement that are behind time on The KIRKWOOD DEPARTMENT OF JUSTICE MEDIATION AGREEMENT ACCOUNTATBILITY CALENDAR now?

Who is the Police Department's COMMUNITY SERVICE OFFICER leader in the new 2-1-10 EXPANDED PROGRAM? (page 9 # 3 of MA)


-> USJD/Kirkwood, MO, City Team Mediation Agreement and Supporting exhibits do not reference information supporting where the city team got their arguments and procedural implementations (perhaps from copy written material) that gives support to how legitimate the Mediation Agreement and Supporting exhibits might be. The MA document gives some of the "Current Program(s)" as valid for ongoing use without showing how such programs have helped prevent police discriminatory or bullying or intimidation acts in the Supporting exhibits unnumbered pages. Where is the supporting evidence that these police projects worked in the past?

DOJ may have held the mediation in secret but once published the need to give testimony as to the validity and authenticity and not hide behind pretense is gone.


-> USJD/Kirkwood, MO, City Team Mediation Agreement's Town Hall Meetings on 3-1-10 and 2-10-10 where the community could SUBMIT questions that MAY ( OR NOT ) be asked in the Town Hall Meeting, the 2-10-10 record indicated that our mediation (city) team looked all over Missouri Cities for good HUMAN RIGHTS ( HR ) operating models or good HR ordnance(s) in city charters or good HR City Departments and found none. Question -> Why did teams stop there, did you not want the best solution that worked for any city, anywhere, to use in Kirkwood, Missouri?

We found several US cities and some international cities that have working models and when we found them we investigated how they worked!


-> USJD/Kirkwood, MO, City Team Mediation Agreement's did not support or change to a stronger city ordinance about bullying, intimidation, teasing, name-calling, intimidation through gestures, social exclusion, and sending insulting messages or pictures by mobile phone or using the Internet (also known as cyberbullying) retaliation, ... , and more unlawful acts on any Kirkwood, Missouri, person or visitor.

-> Why did you not make a city ordinance(s) change(s) to show understanding about Kirkwood, Missouri, negative government activities. We brought this need to your attention by Aug. 2008. Activities such as bullying, intimidation, teasing, name-calling, intimidation through gestures, social exclusion, and sending insulting messages or pictures by mobile phone or using the Internet (also known as cyberbullying) retaliation, ... , and more unlawful acts are needed to stop police and members of city hall as well as residents from doing them? [ Add a few new HATE CRIMES acts as well as public school abuses and reporting them in 17. ] Why wait for complaints and more unlawful acts to happen without city code in place to say that is wrong?


-> USJD/Kirkwood, MO, City Team Mediation Agreement did not support development of a city department beyond police. Question -> Why not have a Kirkwood Human Rights Staff and City Hall Human Rights Department to help the Mayor handle his law and order teams and city management teams to deal with human rights problems instead of hiding what is obvious to anyone not in city hall?

Then he may be able to understand what he does not recognize in himself if that is true or just legal or just political. Well trained staff could promote other well trained departments in the city as well as in the community.


-> USJD/Kirkwood, MO, City Team Mediation Agreement did support the 1/3 TIF investigation part of the MA by the City Team as too complex to report in (any) short meeting and beneficial to one MP resident. Some residences contend that that is not the full story but have been silenced from discussion. When there is a state audit will some members of the city government retire from their type of public service? Serving on any USJD/Kirkwood, MO, City Team Mediation Agreement Commission may not be to their advantage in light of the current MA. Who got rich is not a hard question to answer and should have been answered in public before this MA. Some city administration employees may have been lucky this time. Question -> When is the state audit? (check out the Meeting on 3-19-10.)

TIF took away MP neighborhood community businesses and police condensed parades that need to be rebuilt and revitalized. The many MP community businesses removed in the past cut into the fabric and spirit that supported people that gave this neighborhood community life. The realization that MP is a much larger community that for years had spread its neighborhood parade from the Meramec Community College to the South East corner of Kirkwood. Now the parade should start at the community center ( Greentree fest area ), move past the Meramec campus of St. Louis Community College, and only then go to the city park in MP. The Minority Report Agreement will support a much larger group of diverse minority residents in a celebration of local and neighborhood community activities that bring people together in common relationships. Many cities support their diverse communities in all ways.


<-> A Minority Report to the Jan. 2010 MA will be forthcoming but not a surprise if you have read through all the complex issues presented in this Website. (Aug. 2010 or sooner!)

A Minority Report got started two years ago when citizens attended the HRC ( HRAAC ) City meetings and found that Kirkwood City government Commission unwilling to mediate bad activities and bad feelings in Kirkwood, Missouri. We needed a functional HRAAC for the last twenty years not just at this moment! We have been working to change that not just for Kirkwood, Missouri but by residents of Kirkwood, Missouri that include a diverse minority cross-section of our community not just the police department.


-> USJD/Kirkwood, MO, City Team Mediation Agreement and Supporting exhibits, contained in a 122-page bound document, will be available on Friday, January 29, at a cost of $10. Both documents are available for free (in Adobe PDF) from the City’s Website at www.kirkwoodmo.org on the home page. Both documents are also available on reserve at the Kirkwood Public Library, 200 S. Kirkwood Road.

Supporting exhibits should not cost additional money for a wide range of resident incomes. This is "Typical City of Kirkwood, MO" past legal style to prevent opposition. City Clerk wanted $10 for the 14 page ($0.71+/page) MA document last week in 01-__-10.

DOES THE TOWN HALL MEETING FEBRUARY 10, 2010 PUBLIC RECORD EXIST?
David Bennet did respond that DOJ Mediation Agreement saying HRC = HRAAC in his first comments. Part of public record if a public record exists. There is no such statement in written form in the Kirkwood, MO, Code of Ordinances.
