Kirkwood Human Rights Advisory And Awareness Commission (HRAAC)
Kirkwood Human Rights Ordinance
One of the prime duties given to the HRAAC is that of taking action upon alleged violations of discrimination, as detailed in proposed HUMAN RIGHTS Chapter 17 Section 16 of the City of Kirkwood, Missouri, Code. The City of Kirkwood's non-discrimination code prohibits discrimination in:
- Housing
- Employment (including cases where people work for the city, state or federal government)
- Public accommodation (e.g. businesses, movie theaters, motels, restaurants)
- Public Places
- Schools
On July xx, 20xx, City Code proposed Chapter 17 Section 16 was revised to include protections against discrimination within Kirkwood based on the following:
- Race
- Color
- Religion
- National Origin
- Sex
- Age
- Marital Status
- Disability
- Domestic Partnership
- Familial Status
- Sexual Orientation
- Gender Identity
- Source of Income
- Employment
What do you do if you are a victim of discrimination?
Contact the Kirkwood Human Rights Advisory Commission (HRRAC) by calling 314 822 xxxx (TTY 314 822 yyy) or emailing the complaint form offered here. We can explain your options and set up an information interview. You may have several courses of action available, including:
- Education and Conciliation. An HRAAC Commissioner or staff person may assist you in exploring your understanding and offer support and friendship as you learn.
- Advocacy. An HRAAC Commissioner or staff person may assist you in exploring your options and offer support as you pursue them.
- Mediation. Mediation is an opportunity to work out differences face to face. It is often better to work out problems with the people involved rather than start a long legal process. These discussions can take place either informally or with the assistance of trained mediators.
- Referral. Some problems can be resolved through other agencies. The HRRAC and staff has a number of contacts to help in facilitating a solution to your complaints, including:

- The court system. In some cases you may have to decide to go to court with a civil complaint. To take this step, you need to hire a private attorney, thus exercising the private right of action provision of City code for all areas of protection.
